Addendum to DepEd Order No. 33, s. 2015 (Implementation of School-Based Feeding Program (SBFP) for School Year (SY) 2015-2016)

  1. Under DepEd Order No. 33, s. 2015 entitled Implementation of School-Based Feeding Program (SBFP) for School Year (SY) 2015-2016, the SBFP will cover 532,752 severely wasted (SW) and 627,403 wasted (W) learners from Kindergarten to Grade 6.
  2. The Department of Education (DepEd) issues this Order to update the total number of beneficiaries per region and schools division office (SDO), in consideration of the updated Nutritional Status (NS) Baseline Report for SY 2015-2016, and to include the following provisions:
Updating of Beneficiaries
  1. The NS Baseline Report for SY 2015-2016 indicates a total of 1,857,866 undernourished learners. Of this, 544,931 are severely wasted and 1,312,935 are wasted.
  2. In SDOs where the number of reported SW and W learners was less than the targeted allotment, the number of beneficiaries and their corresponding funds has been updated.
  3. The excess funds which have resulted in the updating of beneficiaries have been reallocated to provide for additional beneficiaries in schools divisions still with uncovered SW and W learners.
Additional Beneficiaries
  1. In schools divisions which were provided additional beneficiaries, the additional beneficiaries shall be considered as part of the School- Based Feeding Program for SY 2015-2016.
  2. Additional beneficiaries shall be fed for a total of 100-120 days. To complete the 100-120 feeding days, schools are enjoined to do any of the following:
    1. Continue feeding during the summer;
    2. Continue feeding during weekends; and
    3. Continue feeding during June and July of SY 2016-2017.
  3. Additional beneficiaries should still be included in SBFP monitoring reports, but should be indicated as having started at a later date.
  4. Additional beneficiaries may also be provided iron supplements and hygiene kits as stipulated in DepEd Order No. 33, s. 2015. Funds for this matter may be sourced from remaining SBFP funds or from regular school Maintenance and Other Operating Expenses (MOOE) or local funds, subject to availability of funds.

*2015 SBFP Funds for ARMM have not been downloaded because their schools are still utilizing 2014 DepEd-DSWD SBFP Funds.
  1. The breakdown of beneficiaries and funds to be downloaded per SDO can be found in the enclosed Breakdown of Second Tranche Fund Transfer.
  1. Schools division superintendents are authorized to approve the request for granting of vacation service credits to DepEd school personnel who have implemented SBFP-related activities in excess of eight hours work done on the school premises, with the recommendation of the school head, pursuant to DepEd Order No. 16, s. 2009 entitled Addendum to DepEd Memorandum No. 291, s. 2008 (Guidelines for the Implementation of CSC Resolution No. 080096 on Working Hours for Public School Teachers) and DepEd Order No. 53, s. 2003 entitled Updated Guidelines on Grant of Vacation Service Credits of Teachers.
  2. All existing Orders and Memoranda inconsistent with this Order are rescinded. These guidelines shall remain in force and effect, unless sooner repealed and rescinded.
  3. Immediate dissemination of and strict compliance with this Order is directed.
