RO IX hosts Financial Management Operations Manual Seminar-Workshop

DepEd Central Office echoed policy guidelines for the adoption and utilization of the Financial Management Operations Manual (FMOM) for all financial transactions in the office which was held at Marcian Garden Hotel, Zamboanga City last November 7-11 in which RO IX was the host region.

This was participated in by Regions XI, XII and IX.

The purpose of the seminar was to ensure standard and uniform application of rules and processes in financial management operations as prescribed by governing regulations for budget, accounting, procurement and asset management as stipulated in DepED Order No. 60, s. 2016 released on September 2, 2016.

FMOM also aims to increase transparency and accountability across all levels of the Department.

One of the highlights of the training was on procurement discussed by Dr. Aida Carpentero, Director IV, Procurement Office of the Central Office, articulating on sensitive issues and discussions on some concerns regarding BAC matters.

Ms. Ruth F. Romano, Supervising Administrative Officer, Procurement Service, CO explained on the Procurement Process and Documentary Requirements including the school level; Mr. Gilbert C. Morong, Budget Division, CO taught the Budget and Finance people on Electronic Budget Monitoring System (eBMS) and application of the inputs was conducted to check whether they have internalized the techniques and guiding principles.

The Walkthrough on Budget Forms and Uses Linkage with Budget and Accounting was facilitated by Ms. Maria Concepcion R. Salcedo, Supervising Administrative Officer, Finance Division, RO IX.

The Enhanced Financial Reporting System (EFRS) was explained by Harold P. Magadia, Accounting Division, CO.

The Asset Management (Acquisition to Disposal) was delivered by Mr. Albert C. Alano, Supervising Administrative Officer, Asset Management Division, CO.

Undersecretary Victoria Catibog spoke on School Improvement Plan (SIP), Annual Implementation Plan (AIP) and School Report Card (SRC).

The Revenue and Receipts Accounting Disbursement Procedures was delivered by Ms. Presentation Salandanan, Accounting III, Accounting Division, CO. Provident Fund and School Based Financial Management by Ms. Molyn L. Dionela, Accounting IV, Accounting Division, CO. Liability Management Financial Reporting Walkthrough was conducted by Cholita F. Tiong, Accounting III, Accounting Office, CO.

The three regions were given ample time to prepare and design the roll out of the training for school levels.

All of the trainees pledged their commitment to follow and observe properly the provisions of the Manual to better serve DepED and to effectively and efficiently deliver the basic education services to all stakeholders.
