MANILA, November 26, 2019 – Department of Education (DepEd) Secretary Leonor Magtolis Briones underscored efficient, effective, and incorruptible civil service to better serve the public during the 18th Annual Career Executive Service Conference held at Rizal Park Hotel, Ermita, Manila on November 13-15, 2019.

Anchored on the theme, “Mabilis, Malinis na Serbisyo, Alay ng NUCESO sa Sambayanang Pilipino,” the National Union of Career Executive Service Officers (NUCESCO) organized the conference to discuss the current and relevant matters affecting public management and administration.

Speaking before Career Executive Service Officers (CESOs), Career Executive Service Eligibles (CESEs), Career Service Executive Eligibles (CSEEs), holding Career Executive Service (CES) positions, and CESOs and CESEs holding non-CES positions nationwide, Briones reminded them on how to manage public’s perception on government officials.

“When people say na talagang wala na tayong magagawa, talagang hindi na mawawala ang graft at corrupt sa atin, in the blood na talaga ‘yun, you should be the first to say na hindi ‘yan totoo. Pwede ‘yang ma-correct. You can do it with greater efficiency, with greater economy, with greater effectiveness,” Briones said.

In her keynote address, Briones defined efficiency and effectiveness. She also shared their importance in minimizing the opportunities for corruption and developing good values.

“Efficiency – you achieve it through the best possible method with a minimum of resources. Walang wastage. [And] effectiveness is the degree to which the desired outcomes or results are achieved,” Briones stated.

Malaking tulong ang efficiency, [and] effectiveness, at economy sa ‘pag minimize ng opportunity kasi what we want to do is to minimize opportunity for corruption, and as we develop, also, ‘yung mga values din natin nagbabago. Pag-aralan kung saan ‘yung mga opportunity points [for corruption], ang mga iyan ang sasarhan natin kasi these are where people are tempted,” she added.

Secretary Briones emphasized to the civil servants their roles in serving the public and in transforming the next generation’s value system through education.

“We have to move towards being universalistic; to think of society, [to think] of the people we serve. Sabi nga nila, bata pa ang ating mga learners, kailangan turuan na natin, hindi lang ng good manners and right conduct but [really] citizenship, [really] and service to the country in a very real sense,” the Secretary explained.

Also present in the conference was DepEd Undersecretary for Legislative Affairs, External Partnerships, and Project Management Service, Tonisito M.C. Umali, Esq. who is a former president of NUCESO and the current National President of the NUCESO DepEd Chapter, the Philippine Educators Association of CESOs and Eligibles (PEACE), Inc. As one of the panelists during the event, Undersecretary Umali highlighted the importance of partnerships with private and government sectors.

DepEd Undersecretary for Planning, Human Resource and Organizational Development, and Field Operations, Jesus Mateo also served as one of the speakers in the conference and discussed about Sharing of Best Practice: DepEd Order No. 027, s. 2019, Guidelines on the Yearly Collection of Data/lnformation Requirements and Validation Processes.
