April 8, 2022 – The Department of Education (DepEd) has issued the omnibus guidelines on the regulation of operations of the Parents-Teachers Associations (PTAs) to update and harmonize its functions to the DepEd’s mandate.

In DepEd Order No. 13, s. 2022, the Department provided the updated operating manual of PTA, which will serve as guide for the school-based organization in managing collaborative engagements among education stakeholders.

“We continue to recognize and value the partnership of the community, our parents, our teachers, and our school administration in ensuring the delivery of quality basic education to all of our learners. The released Omnibus PTA Guidelines will strengthen the role of the PTA in schools,” Education Secretary Leonor Magtolis Briones.

The Omnibus PTA Guidelines of 2022 cover all public schools offering the K to 12 Basic Education Program. It will likewise apply to all DepEd Central, Regional, Schools Division, and Schools District offices in effectively regulating the operations of PTAs.

The said guidelines will streamline the processes for managing PTA affairs at different levels which include elections of its officers; requirements and privileges bestowed upon recognized PTAs; conduct of General Assembly and other meetings; and undertaking of fundraising projects among others. Furthermore, it also includes provisions on the organization and composition of the School PTA. Membership and responsibilities of teachers and parents are likewise stipulated in the released guidelines.

In addition, the Omnibus PTA Guidelines will also establish connections among parents and teachers of every public school as it also describes the organization and function of the Federated PTA at the municipality and provincial level.

The new Omnibus PTA Guidelines of 2022 prescribed additional provisions for the association such as allowed and prohibited activities of PTA; conflicts/dispute resolution, disciplinary proceedings, and sanctions; and miscellaneous provisions.

It also reiterated that all levels of PTA or an organization or group established under the new guidelines shall not be used for any political activity and shall not engage in partisan politics in whatever form.

Meanwhile, DepEd, through the field offices and Central Office shall monitor and guide the establishment and operations of the PTA.
