Republic Act. No. 11358, otherwise known as the National Vision Screening Act, was signed into law by Former President Rodrigo Roa Duterte on July 31, 2019. The law aims to establish a national vision screening program for kindergarten pupils under the Department of Education (DepEd). It intends to screen eye vision and identify eye problems of students in early childhood.

Section 13 of the law provides that the Department of Education (DepEd), Department of Health (DOH), and Philippine Eye Research Institute (PERI) shall formulate its implementing rules and regulations (IRR).

Accordingly, the Office of the Undersecretary for Legal and Legislative Affairs-Legislative Liaison Office (OULLA-LLO) in partnership with the Bureau of Learner Support Services-School Health Division, respectfully transmits the attached Final Draft of the IRR of the Republic Act No. 11358 or the National Vision Screening Act, to secure your final inputs, recommendations, and comments on the proposed IRR.
