Republic Act No. (RA) 11650, titled “Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act,” was signed into law by law by Former President Rodrigo Roa Duterte on March 11, 2022. The law aims to o provide learners with disabilities free and appropriate public early and basic education and support and related services based on their needs, and in preparation for independent living and community life.

Pursuant to Section 32 of said law, Department of Education (DepEd), in consultation with the Department of Social Welfare and Development, the Department of Health, and other concerned government agencies and education stakeholders, is directed to issue the rules and regulations implementing the provisions of the law.

In accordance with this provision and to foster an inclusive approach to policy development, the Office of the Undersecretary for Legal and Legislative Affairs-Legislative Liaison Office (OULLA-LLO) of DepEd is currently soliciting insights and/or recommendations on the proposed IRR of said law. Stakeholders from both the public and private sectors are encouraged to contribute by submitting their inputs and comments via email to legis@deped.gov.ph.
