1. In consonance with the educational thrust of equity and in order to equalize the opportunities of students/participants of the PNC programs of study, MEC Memorandum No. 180, s. 1979 stipulated that “the Graduate Specialization Certificate which has been and still is awarded at the PNC is hereby declared as equivalent to a Master of Arts in Teaching (MAT) for purposes of ranking and promotion in agencies under the Ministry of Education and Culture. Provided, however, that the certificate will not automatically qualify the awardee for admission into the doctoral program.”
2. In view of the representation made by the Philippine Normal College, the following additional graduate specializations shall also be granted the same equivalency and limitation:
   Home Economics
   Language Testing
   Library Science
   Music Education
   Physical Education (Dance)
   Physical Education (Sports)
   Teaching Social Sciences
   Values Education
