Filling of Vacancies for Elementary and Secondary School Teachers

  1. In view of the expected increase in the number of public elementary and secondary school teachers during the coming school year, this Office finds it necessary to issue the following information and instructions to the field.
  2. The Qualification Standards Manual for 1987 prescribes the following basic requirements:
    For Elementary Grades Teacher:
    Education: Bachelor of Elementary Education or Bachelor’s degree with 18 professional units in education
    Experience: None required
    CS Elig.: Teacher
    For Secondary School Teacher
    Education: Bachelor of Secondary Education with appropriate major subject
    Experience: None required
    CS Elig.: Teacher
  3. In filling vacant teaching positions, it is desired that school officials concerned conduct a fair screening and ranking of applicants following existing rules and regulations in order to avoid complaints from applicants and other interested persons. Only in the absence of qualified civil service eligible, or in justifiable cases, shall appointments of provisional or temporary teachers be made. School officials concerned shall be held liable for appointments made in violation of rules and regulations and shall be the subject of administrative disciplinary action as circumstances warrant.
  4. Immediate dissemination of this Order is requested. Strict compliance is likewise desired.
