Clarificatory Guidelines on Free Public Secondary Education, Particularly on Fees as Provided in Republic Act no. 6655

To: Regional Directors
Schools Superintendents

The following clarificatory guidelines on free public secondary education are issued for the information and guidance of all concerned:

  1. WHAT IS FREE?
    1. Tuition Fee: “The fee representing direct cost of instruction, training, and other related activities and for the students use of instruction and training facilities.
    2. Other school fees: Fees which cover the other necessary cost supportive of instruction, including but, not limited to medical-dental, athletic, library, laboratory, Citizens Army Training (CAT) fees.
  2. WHAT ARE AUTHORIZED BUT VOLUNTARY FEES?
    1. The fees listed below may be collected, but nonpayment shall not in any case be a bar to the enrollment or graduation of any student.
    2. These fees should not be collected during or as requirement for enrollment.
      • Fees relates no membership in the school community such as:
        Identification Card (ID) P 2.50
        Membership fee in one 20.00
        Student Organization
        School publication 20.00
        subscription P 42.50
      • Fees covered by Presidential Proclamations or Executive Orders authorizing fund and educational campaigns, such as:
        Red Cross.
        Girl Scouts.
        Boy Scouts, and
        Anti-TB
      • These may be collected during the authorized campaign fund period on a voluntary basis.
      • Parent-Teacher-Community Association (PTCA) fees which parents contribute for the welfare of the school children.
        PTCA Contributions:
        * are purely voluntary. The amount of parent contributions for a school year is decided by the PTCA.
        * are not to be collected during the enrollment period but during the fund campaign designated by the PTCA itself.
        * may be paid on installment basis.
        * shall be collected by the PTCA treasurer and/or designated parent representative who shall make arrangements with the school principal on the schedule and manner of collection.
        The PTCA shall communicate the dates of the fund campaign, the amount of contribution and purposes for which it will be used to the parents.
