Operationalizing the Philippines-Australia Technical Vocational Education Project (PATVEP)

  1. In line with the national development thrust of accelerating the development of middle and high-level manpower toward greater employability, productivity and self-reliance, the Philippines-Australia Technical Vocational Education Project (PATVEP) is hereby operationalized.
  2. The Project supported by a grant from the Government of Australia through its executing agency, the Australian International Development Assistance Bureau (AIDAB) focuses on the following: a) improving the capability of the Bureau of Technical and Vocational Education (BTVE) for support and planning services to the subsystem; b) improving the National Center for Teacher Education and Staff Development’s (NCTESD) ability for preservice and inservice teacher training, for administrators’ training and for learning resource materials development; c) improving the ability of the selected Technical Education Institutes (TEIs) and Schools of Arts and Trades (SATs) to train tradepersons and associated technicians to industry standards; d) improving the ability of regional offices to support technical and vocational education (TVE) teachers and administrators.
  3. The Project shall provide for a strategic programme of improvements in a) TVE and teacher training curriculum development; b) learning resource development; c) training of teachers and teacher trainors; d) physical facilities, staff skills and operational capabilities. The nine (9) TEIs/SATs under the Project are as follows:

  4. The executing authority for the Project shall be the DECS through the Educational Development Projects Implementing Task Force (EDPITAF). Dr. Victor M. Ordonez, the Undersecretary for Foreign-Assisted Projects (FAPs) and Executive Director of EDPITAF is hereby designated as Project Director. Dr. Pedro L. Esteban, Director of the BTVE is designated as Deputy Projects Director. Together with an inter-agency Project Management Committee (PMC), both officials shall be responsible for providing overall policy and program directions for the Project. Specifically, PMC shall be responsible for the formulation of guidelines and operating policies on PATVEP implementation, for policies relative to PATVEP and for oversight of project implementation. The PMC shall be comprised of representatives from DECS, NEDA, DBM, NMYC-DOLE, DTI, PCCI and the Australian Embassy.
  5. For efficient and effective implementation of the project, a Project Management Office (PMO) within EDPITAF is hereby created. The PMO headed by a Project Manager shall be responsible for Project Operations and the day-to-day management of Project implementation. Ms. Ma. Lourdes T. Reyes shall serve as Project Manager. The Project Director is authorized to appoint the managerial, technical and support staff as well as consultants necessary for the successful implementation of PATVEP.
  6. All DECS rules, regulations and other issuances or parts thereof, which are inconsistent with this Order are hereby repealed or modified accordingly.
  7. Immediate promulgation of this Order is enjoined.
