1.   Inclosed is a copy of Memorandum Circular No. 56 dated December 27, 1990 of the Civil Service Commission prescribing the guidelines on the right to access to records on file with said Commission pursuant to the provisions of Section 5(e) of Republic Act 6713, otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees” and Rule IV Section 3 of its implementing rules.
2.   Please be guided accordingly.
