Abolition of the NAES Committee and Transferring its Functions and Responsibilities to the Technical Panel for Agricultural Education

1.   DECS Order No. 70, s. 1989, created the National Agriculture Education System (NAES) Technical Committee to effectively assist EDPITAF in the technical program aspect of implementing NAES in the different foreign-assisted projects. In order to avoid fragmentation and duplication of efforts and to effect the necessary integration and unified direction of the agriculture education sector, the NAES Technical Committee is hereby abolished and its functions and responsibilities transferred to the Technical Panel for Agriculture Education (TPAE)
2.   TPAE shall have the following functions and responsibilities pertaining to the NAES:
a.   Recommend general guidelines and policies in the implementation of NAES;
b.  Discuss and recommend measures toward resolving issues and problems in the various aspects of NAES implementation;
c.    Ensure implementation of NAES as planned towards the realization of its objectives;
d.  Provide policy direction and advice necessary for the successful attainment of the goals of the foreign-assisted projects supporting NAES such as the Agricultural Technology Education Project (ATEP). Agriculture Education Development Project  (AGRED), and AIDAB-Agritech;
e.  Initiate,  undertake, and/or coordinate the assessment and determination of the over-all performance of the projects in accordance with NAES ……
f.   Assess/evaluate output/performance or the project consultants;
g.   Promote/ensure collaboration and cooperation among the project installations; and
h.   Provide other assistance that may be needed by the various NAES foreign-assisted projects.
3.   The TPAE chairman is hereby directed to immediately create a technical committee define its composition, appoint the sectoral membership, and ensure that the stated functions and responsibilities shall be properly taken care of.
4.   Funding for the operation and activities of the said technical committee for 1991 shall be charged initially to ATEP and AGRED incremental costs. Thereafter, its funding shall be charged to the regular appropriation for TPAE.
5.   This Order shall take effect immediately.
