Vocational School Superintendents/Administrators1.   Values Education/GMRC as a subject revolves around four major themes (Valuing Self, Valuing Others, Valuing One’s Country and Valuing God) and focuses on acceptable norms of behavior as defined by Philippines society, including rational thinking and value judgement developed through an experiential approach.2.   As stated in DECS  Order No. 66, s. 1991, GMRC is a dimension of Values Education in the New Secondary Education Curriculum. As such, GMRC is the behavior component of the grade in Values Education.

3.   The GMRC grade is based on the cooperative assessment of the student’s behavior by the VE/GMRC teacher, the homeroom/section adviser, the subject area teachers and the co-curricular advisers.

4.   A behaviour rating scale that measures specific and observable behavior manifestations of every student may be used in every grading period in all subject areas and all year levels of the NSEC (Inclosure No. 1 ). The field is enjoined to send in feedback on the use of the behavior rating scale to the: Bureau of Secondary Education, 3rd floor, Bonifacio Bldg., University of Life Complex, Meralco Avenue, Pasig, Metro Manila.
