Creation of a National Fellowship Screening Committee for the Philippines Australia Technical Vocational Education Project (PATVEP)

1.   Pursuant to DECS Order No. 88, s. 1989 on the Operationalization of the Philippines-Australia Technical and Vocational Education Project (PATVEP), a National Fellowship Screening Committee (NFSC) shall be created to provide the policy framework as well as oversee the selection process of the long-term In-Australia fellowship program of the Project.
2.   The National Fellowship Screening Committee shall have the following Terms of Reference:
a.   Approve the selections design, evaluation methods/ instrument and implementing guidelines for the selection of fellows.
b.   Recommend the selection of training the institutions for possible placement and attachment off fellowship grantees.
c.   Cause the conduct of personal interview of each candidate using appropriate screening test and the attendant analysis and recommendation.
d.   Cause the conduct of personal interviews of each candidate using appropriate tools and interview guides.
e.   Review the results of test/evaluation and endorse the list of successful candidates to the Undersecretary for International Education Matters through the Project Coordinator.
f.   Arbitrate and decide on issues/ conflicts arising from implementation of fellowship programs.
3.   The Committee shall be chaired by the Asst. Secretary for Human Source Development with the Director of the Bureau of Technical and Vocational Education as Co-Chairman. It shall be composed of the following members:
a.   Executive Director, Educational Development Projects Implementing Task Force (EDPITAF)
b.   Superintended, Marikina Institute of Science and Technology representing the beneficiary institutions
c.   Executive Director, National Center for Technical Education and Staff Development (NCTESD)
d.   Project Manager, Philippines-Australia Technical and Vocational Education Project (PATVEP)
The Technical Adviser for specific technology trade are may be invited to sit during screening.

4.   The PATVEP-PMO shall serve as the Secretariat of the Committee.5.   Immediate promulgation of this Order is enjoined.
