A Guideline on the Acceptance of Teacher Transferees from Private Schools

District Supervisors, Principals and Other DECS Field Administrators
1.   This Office has been receiving a number of complaints from private schools that DECS field officials had been approving the transfer of teachers from private schools to the public schools even before the school term has ended and notwithstanding the existence of employment contracts signed by these teachers to finish the school term. While the basic rights  of these teachers to seek alternative employment is recognized, this practice has resulted in undue disruption of classes and other adverse effects on the private school concerned.
2.   It is, therefore, hereby enjoined that field administrators should carefully consider this factor when accepting private school teacher applicants to teach in public schools. Whenever possible, such teachers should be accepted for transfer only after the school term is over, or if not, that they have been cleared for transfer by the private school concerned.
