  1. Inclosed is a copy of the Memorandum of Agreement between the Department of Education, Culture and Sports (DECS) and the Department of Public Works and Highways (DPWH) which spells out the responsibilities of each agency in the implementation of the 1992 Schoolbuilding Progam.
  2. Immediate dissemination of and strict compliance with this Order is required.
