1. A Board of Directors is hereby constituted for DECS, Ecotech Center, Lahug, Cebu City. Formerly administered by the Ministry of Human Settlements, the Center offers facilities for government and private-sponsored residential and nonresidential programs.
2. The composition of the Board of Directors is as follows:
   DECS Regional Director – Chairman
   DECS Assistant Regional Director – Vice-Chairman
   Schools Division Superintendent (of Cebu) – Member
   Schools Division Superintendent (of Cebu City) – Member
   Superintendent of CSCST (Sudlen Campus) – Member
   President of the Cebu Public School Teachers Association – Member
   DECS Budget and Finance Officer – Member
   The Manager of the Center shall serve as Secretary to the Board.
3. The Board of Directors shall have the following functions and responsibilities:
   1. Formulation of policies governing the operation of the Center;
   2. Approval of the annual budget;
   3. Approval of the Center’s programs and projects;
   4. Creation of new positions;
   5. Approval of the appointments of personnel;
   6. Approval of all disbursements in excess of ten thousand pesos (P10,000.00); and
   7. Other functions relative to the maintenance and upgrading of the Center;
4. This Order takes effect immediately and shall remain in force until revoked or amended.
