- With the passage of R.A. No. 7686, otherwise known as the Dual Training System Act of 1994, copy inclosed, the Bureau of Technical and Vocational Education, DECS, has formulated and approved the Rules and Regulations for the Effective Implementation of said Act.
- Attention is invited to the fact that Accreditation to the Dual System is school-led i.e., the educational institution shall be accredited first, then shall assist the cooperating industrial, agricultural and business establishments to be accredited subsequently.
- The “Appropriate Authority” to administer the Dual System is identified in the Act as “the government entity in charge of formal technical and vocational education and training”. In compliance therewith, the Bureau of Technical and Vocational Education is hereby designated in charge of the Dual Training System for all educational levels. A copy of the rules and regulations for the implementation of said Act is also inclosed.
- Immediate and widest dissemination of the contents of this Order is desired.
