Strengthening the System of Field Supervision Including the Reassignment of Regional Directors

  1. POLICY OF REACHING OUT
    The President has directed all government departments to further strengthen the delivery of basic services to the people, particularly to the poor and the disadvantaged. In line with this directive, it is hereby desired that all DECS officials shall go out of their way to reach out to their clientele and spend more time in solving problems of education in depressed rural and urban areas.
    Let us make 1996 a banner year for achieving our basic education goals and make DECS a premiere department of the government.
  2. REVISED REGIONAL ASSIGNMENTS
    In order to effectively implement this policy and as part of the continuing streamlining and job enrichment program of the Department in the exigency of the service in pursuance of existing laws, the following assignment/reassigment of regional directors is hereby directed effective on January 15, 1996:
    Region I – Dr. Venancio R. Nava
    Region II – Dir. Pedro B. Trinidad
    Region III – Dr. Stephen N. Capuyan
    Region IV – Dr. Dominador Z. Cabasal
    Region V – Dr. Victoriano B. Tirol, Jr.
    Region VI – Dr. Esperanza M. Orlina
    Region VII – Dr. Eladio A. Dioko
    Region VIII – Dr. Servillano C. Dela Cruz, Jr.
    Region IX – Dr. Miguel F. Garcia
    Region X – Dr. Diamar P. Kadon
    Region XI – Dr. Susana B. Cabahug
    Region XII – Dir. Estrella P. Babano
    Region XIII – Dr. Sol F. Matugas
    NCR – Dr. Nilo L. Rosas
    CAR – Dir. Tomas A. Ratum
    The officials who have been reassigned shall effect a smooth turnover of their respective posts to their replacements and report, to their new station not later than January 15, 1996.
  3. COORDINATION AND MONITORING OF REGIONAL OPERATIONS
    To further strengthen the effective implementation of policies, plans and programs of the Department, a system of coordination and monitoring of regional operations is hereby instituted with Undersecretaries and Assistant Secretaries assigned specific regional areas of responsibility, as follows:
    DECSRO VI, X and CAR USEC Erlinda C. Pefianco
    DECSRO I, VII and XII USEC Alejandro W.D. Clemente
    DECSRO V, VIII and NCR USEC Antonio E.B. Nachura
    DECSRO II and XI ASEC Marcial A. Salvatierra
    DECSRO IV and IX ASEC Ramon C. Bacani
    DECSRO III and CARAGA ASEC Reno A. Capinpin
    The foregoing officials are enjoined to assist in effecting a smooth turnover and transition in regions with newly assigned regional directors, including overseeing simple turnover ceremonies for newly reassigned regional directors on or before January 15, 1996.
