Extending National Teaching Position Items to Locally-Paid Extension Teachers

  1. It is the desire of this Office that all public school teachers carry national teaching position items reported in the DECS plantilla. However, it is observed that many public school teachers carry local teaching positions having been appointed extension teachers by local government units.
  2. While the appointments of these extension teachers were intended to be only temporary, many have continued to serve as public school teachers over long periods. The intention of local government units to assist DECS in resolving teacher shortages is commendable. Unfortunately, a few are unable to pay teachers’ salaries in accordance with national standards. This practice creates a situation in the public school system where some teachers are nationally paid and receive standardized salaries while others are locally paid and receive only such salaries as the local government units can afford within their financial capabilities.
  3. Priority in extending national teaching position items from about 14,000 teacher items available for School Year 1996- 1997 shall be given to all extension teachers in all public elementary and high schools. For this purpose, a certified list of locally-funded extension teachers for each school in the division shall be submitted by the DECS Regional Office to the Office of the Secretary (Attention: Undersecretary Erlinda C. Pefianco) not later than Friday, February 16, 1996. The list shall include only locally-funded extension teachers who are actually teaching in School Year 1995-1996 and whose services will be needed in School Year 1996-1997 on the basis of projected school enrollment data.
