Creating a Technical Committee on Specifications Review and Bid Evaluation for the Third Elementary Education Project (TEEP) and Defining its Composition, Functions and Support Requirements

School Superintendents of the 26 TEEP Provinces
1.    In the pursuance of its goal to improve learning achievements in the 26 TEEP provinces, the Third Elementary Education Project (TEEP) shall procure school and classroom  kits for distribution to all public elementary schools in the targeted provinces. The procurement shall be dons through bidding in accordance with World Bank guidelines.
2.    To review the technical specifications and evaluate bids for the procurement of school and classroom  kits, a Technical Committee on Specifications Review and Bid Evaluation (hereinafter referred to as the “Committee”) is hereby created.
3.    The Committee shall be composed of the following:

Lily Nodalo                     – CDD-BEE
   Rogelio Dones                – CDD-BEE
Edmundo Rosales         – UPD-ISMED
4.    The Committee shall have the following functions:
a.       to review the technical specifications prior to submission to World Bank, deliberate upon  issues and concerns presented to it and make proper recommendations;
b.      to attend pre-bid conference and assist PBAC for FAPS in providing clarifications on technical issues; raised by prospective bidders;
c.       to evaluate bids and provide the PBAC for FAPS with technical basis for awards, subject to its approval; and
5.     In the discharge of its functions, the Committee shall ensure that the pertinent laws, executive orders, decrees and their implementing rules and regulations (IRRs), as well as procurement guidelines of foreign funding institutions e.g., World Bank are strictly observed.
6.     The Committee shall observe the highest standard of ethics in the performance of their duties.
7.     The Procurement Unit of TEEP shall serve as secretariat to the Committee. The secretariat shall render administrative and secretarial support to the Committee.
8.      In accordance with National Compensation Circular No. 75 dated March 1, 1995, the members shall be entitled to a monthly honoraria of P1,600.00. Honoraria shall be charged against TEEP funds.
9.      It is understood that payment of the aforementioned honoraria shall be subject to the availability of funds and the usual accounting and auditing requirements.
10.   This Order shall take effect immediately.
