Guidelines on Hiring and Deployment of Preschool Teachers

  1. With reference to DepED Order No. 4, s. 2007 entitled “Revised Hiring Guidelines for Teacher I Positions”, the following are additional guidelines in the selection and deployment of new plantilla positions for preschool teachers:
    1. Selection of Preschool Teachers
      For an applicant to be considered

      1. Must have obtained any of the following degrees:
        • BS in Preschool Education, or
        • BEEd major in Preschool Education, or
        • BEEd major in Teaching Early Grades, or
        • BEEd with 21 units in Early Childhood Education,
        • BSE with 21 units in Early Childhood Education, and
        • BS Psychology with at least 18 units in Preschool Education;
      2. Must be a LET eligible;
      3. With teaching experience in preschool shall be given priority; and.
      4. A resident of the municipality/barangay where preschool classes are organized.
    2. Deployment of Preschool Teachers
      1. New plantilla positions for preschool teachers shall be deployed in public schools where preschool classes are to be organized. New preschool classes shall be organized in any of the following municipalities:
        • 4th, 5lh or 6,h class municipalities with a large population of five (5)-year old children; or
        • municipalities where there are day care centers but without PTCA- funded preschools.
      2. A preschool class can only be organized with a minimum class size of 25 five (5) year old children in the school where there is an available classroom. No child/children from existing preschool classes shall be pulled out to complete the minimum class size.
      3. The qualified preschool teacher shall handle only two (2) classes per day – 1 in the morning and 1 in the afternoon for a period of three (3) hours per class.
      4. In a school where there is only one (1) preschool class, the teacher shall handle another class in a nearby school to complete the required six (6) hour teaching load.
      5. Since this is a preschool plantilla item, no teacher-appointee shall be transferred to any other grade level. However, like a regular teacher, he/she can be promoted to higher teacher positions for as long as he/she is qualified.
  2. Immediate dissemination of and compliance with this Order is directed.
