Guidelines on the Strengthening of the Special Education Program at the Elementary Level
To strengthen the implementation of the SPED Program at the elementary level, the operation of 227 existing Special Education (SPED) Centers shall be supported through, among others, the provision of financial subsidy with an aggregate amount of One Hundred Thirteen Million Five Hundred Thousand Pesos (P113.5M). Inclosure 1 shows the breakdown of financial subsidy per region and center, computed on the basis of enrollment of children with special needs as reported in the BEIS SY 2009.
To realize this, the following guidelines shall be implemented:

  1. The said amount of financial subsidy shall be used specifically for the activities of the SPED Centers as reflected in their approved School Improvement Plan, such as:
  • Development activities for children with special needs, like training/workshops, camping, athletics, educational tours
  • Procurement of instructional and reference materials, both print and non-print, including assistive devices, sports, musical instruments, psychological tests and other assessment tools
  • Professional upgrading of teachers and administrators in Special and Inclusive Education
  • Supplies and materials for work centers/transition program
  1. Upon receipt of the subject funds from the Department of Budget and Management (DBM), the DepEd Budget Division, Finance and Management Services (FMS) Central Office shall immediately issue Sub-Allotment Release Orders (Sub-AROs) to the Schools Division Offices concerned which will administer the implementation of the program.
  2. Financial and Physical Accomplishment Report on activities undertaken using the attached template shall be submitted to the Director, Bureau of Elementary Education. Likewise, the Regional/Division Development Plan/School Improvement Plan citing activities for the SPED Center for the ensuing year shall be furnished to the same office.
  3. Immediate and wide dissemination of this Order as well as compliance to the said guidelines is desired.
