Creating Technical-Vocational (TECH-VOC) Unit Under the Bureau of Secondary Education (BSE) and Dissolving the Technical-Vocational Task Force (TVTF) for Secondary Education

  1. Technical-Vocational (Tech-Voc) education as an important component in the K to 12 Basic Education Program shall be institutionalized in the secondary curriculum. Its institutionalization process shall start with the modelling of Grade 11, specifically covering the tech-voc areas (e.g. Agriculture, Fishing, etc.) in the 23 public technical-vocational high schools beginning SY 2012-2013.
  2. In view of this, a Technical-Vocational Unit shall be created under the Bureau of Secondary Education (BSE) under Director Lolita M. Andrada in lieu of the Tech-Voc Task Force (TVTF) for Secondary Education. The functions of this Unit include:
    a) Strengthening the existing tech-voc public high schools in terms of its curriculum, teachers and management training, infrastructure, facilities and other relevant assistance for these schools;
    b) Initiating and formulating/developing strategies, policies and guidelines pertaining to the conceptualization, implementation, monitoring and evaluation of the modelling and offering of technical-vocational courses in Grades 11 and 12;
    c) Coordinating with Technical Education and Skills Development Authority (TESDA) for the curricular offerings and the process of awarding National Competency Levels I to IV and Certificates of Competency for teachers and students; and
    d) Establishing partnership/linkages with prospective stakeholders in public and private agencies as well as international institutions for the implementation of better- equipped tech-voc schools that deliver standard curriculum.
  3. Director Milagros C. Valles shall head the Tech-Voc Unit and report directly to Director Andrada together with Mr. Clodualdo V. Paiton, Technical Specialist formerly from TESDA. Director Demetria L. Manuel shall report to the Office of the Assistant Secretary and Chief of Staff Reynaldo Antonio D. Laguda to oversee new assignments. Other members of the Task Force shall report back to their respective mother units.
  4. Immediate dissemination of and strict compliance with this Order is directed.
