Launching the DepEd Internet Connectivity Project and Directing All Public High Schools to Subscribe to Internet Connectivity Services

  1. The Department is launching the DepED Internet Connectivity Project (DICP) in line with the Presidential Directives (Enclosure No. 1) to provide the Public Secondary Schools an internet access.
  2. DepED Internet Connectivity Project aims to connect all public high schools to the Worldwide Web within SY 2009-2010. The DICP will support and complement the DepED Computerization Program in its implementation.
  3. The Department hereby directs all high schools to avail of an internet subscription through this project. Secondary schools shall be classified according to the following groupings.Refer to Enclosure No. 2 for the list of schools classified under groups A, B, C and D. The list can also be downloaded in the DepED website at www.deped.gov.ph.
    1. All Public High Schools in the Cyber Corridor, in their respective regions/divisions namely;NCR : Manila, Quezon City, Pasay City, Caloocan City, Mandaluyong City, Marikina City, Makati City, Pasig/San Juan City, Paranaque City, Las Pinas City, Valenzuela City, Malabon/Navotas, Taguig/Pateros, Muntinlupa CityRegion III : Bulacan – Baliwag, Marilao, Meycauayan, Malolos, Calumpit
      Pampanga – Angeles, Mabalacat

      Region IV-A : Lipa City
      Laguna – Sta. Rosa, Calamba, Los Banos, San Pablo
      Cavite – Dasmarinas, Bacoor, Imus,
      Cavite City

      Region VI : Bacolod City, Ilolio City

      Region VII : Metro Cebu – Cebu City, Mandaue City, Lapu-Lapu City

      Region X : Cagayan de Oro City

      Region XI : Davao City

    2. All the National High Schools situated in the capital of each province outside the Cyber Corridor High Schools.
    3. All other Public High Schools not connected to the Internet, and
    4. All other Public High Schools connected to the Internet through the Gearing-up Internet Literacy and Access for Student (GILAS) project.
  4. All high schools whose computer laboratories are connected to a Local Area Network (LAN) shall connect their routers to the internet. For those without computer laboratories, at least one computer shall be connected to the internet.
  5. For High Schools that are within the coverage of the Telecommunication Companies the following shall be the specifications of their connectivity:
    1. For schools with 1 to 5 computers connected in the Local Area Network (LAN), the required range of available DSL bandwidth is 64kbps up to 3.5mbps (shared bandwidth). The type of connection can be wired, fixed wireless or a USB modem.
    2. For schools with 6 or more computers connected in the LAN, the required range of available DSL bandwidth is 128 kbps up to 3.5 mbps. The type of connection can be wired or fixed wireless.
  6. Those outside the coverage area of any of the Telecommunication Companies shall connect their computer/computer laboratories through satellite broadband internet service. The required Committed Information Rate (CIR) is 64kbps uplink and 64kbps (burst) downlink.
  7. High Schools that are connected through GILAS shall retain their connection service until the end of the contract and submit their Memorandum of Agreement (MOA) and other documents to the central office for verification. Upon expiration of the contract with GILAS, the school shall upgrade their connectivity to conform to the above-mentioned specification and shall be connected immediately through the DICP Project.
  8. Those who have discontinued their services with GILAS shall notify their ICT coordinators immediately so that budget can be allotted to them.
  9. Schools without electricity should wait for the alternative ICT equipment to be deployed to their schools within the school year before they avail of internet subscription.
  10. Deadline for availing internet subscription for all high schools in the cyber corridor provinces (Group A) and all national high schools situated in the capital of each province outside the cyber corridor provinces (Group B) is set on May 31, 2009.
  11. Deadline for availing internet subscription for all high schools not connected to the internet (Group C) is set on August 31, 2009.
  12. All schools are hereby ordered to submit their Service Agreement and other documents with their service providers through their regional offices and forwarded to the Central Office, Office of the Director, Technical Service for validation.
  13. All Regional Directors through their Regional ICT Coordinators are directed to monitor the compliance of their respective schools with this Order and submit a consolidated report (Enclosure No. 3 – DICP Regional Compliance Report) to Dir. Mari Paul Soriano – Office of the Director for Technical Service, DepED Central Office via email (dicp@deped.gov.ph) on or May 31, 2009. The softcopy of Enclosure No. 3 is available in the DepED website at www.deped.gov.ph.
  14. The allotted budget for the said internet subscription is Forty Eight Thousand Pesos (Php 48,000.00) per annum per school. The said amount shall be downloaded by the Budget Division directly to the high schools. Expenses incurred in the connection with this undertaking shall be charged against the Maintenance and Other Operating Expenses (MOOE) fund for the DepED Internet Connectivity Project (DICP) under the DepED Computerization Program.
  15. Schools are advised to initially cover the first monthly subscription amounting to Four Thousand pesos (Php 4,000.00) pending the receipt of the MOOE for connectivity.
  16. Immediate dissemination of and strict compliance with this Order is desired.
