office of the secretary strand

The Office of the Secretary provides over-all leadership and direction to the Department. This office is composed of the sub-offices of the Department Secretary, Undersecretaries and Assistant Secretaries, and the Internal Audit Service. Agencies, councils and council secretariats that are administratively attached to the Department of Education are also connected to the Office of the Secretary.

Functions would include setting the direction, strategies and policies to deliver the Department mandate; providing supervision and control over all the offices, officials and employees of the Department; assessing performance and economical and efficient use of resources of the different offices of the Department; managing the titling process of education sites; coordinating and liaising with the legislators, agencies and other relevant organizations on basic education concerns; and proposing legislations for basic education aligned with the Legislative Agenda of the Department.

curriculum and instruction strand

The Curriculum and Instruction (CI) strand ensures that the organization focuses attention on its mandate: the delivery of a relevant, responsive and effective basic education curriculum around which all other strands and offices provide support.

Functions include development and continuous improvement of the curriculum; actively seeking and understanding the “learner” to develop the appropriate delivery systems; development and production of learning resources to support the delivery and; development and administration of tools and processes to assess the quality and effectiveness of the curriculum.

This strand ensures the efficiency to support the organization as a whole to focus on its core business and thus attain its targets.

Functions include internal management and support to operations as provided in the Administrative Code of 1987 and other legal issuances, and produces the reportorial requirements of government oversight agencies (e.g. DBM, CSC, COA, etc.).

This strand ensures the capacity of the organization to continuously improve and be strategic in managing the environment for which “teaching and learning” takes place.

Functions include provision of services to directly support and protect the delivery of basic education services; looking after the welfare and professional development of the human resource; and ensuring that organization processes, systems, structure and plantilla management are constantly reviewed and enhanced to effectively support the Department’s mandate and targets.

legal and legislative affairs strand

This strand enhances capacity of the organization to deal with legal matters and be proactive in moving forward its legislative agenda.

Primary function is to provide legal services to guide the operations of the Department which includes but is not limited to, providing legal advice in interpreting laws and rules affecting the operations of the Department, preparing necessary legal documents,  assisting the Solicitor General or acting as primary counsel in suits or litigations involving the Department and its employees in their official capacity.

strategic management strand

This strand enables the organization to focus on long-term directions and interface with the internal and external environment.

Functions include policy development, planning and investment programming, management of education information, provision of ICT-enabled solutions, engaging stakeholders through partnerships and linkages; and managing the communications and public relations matters of the Department.
