Delineation of the Functional and Regional Areas of Responsibility of Undersecretaries and Assistant Secretaries

  1. In line with the continuing effort to streamline the management of the Department in order to provide more effective and efficient educational services pursuant to its legal mandate, the delineation of the functional areas of responsibility of the Undersecretaries and Assistant Secretaries shall be as follows:
    1. Programs, Culture and International Education Matters
      Undersecretary Erlinda C. Pefianco shall be the Undersecretary for Academic Programs, Culture and International Education Matters with overall supervision of all centers (including EDPITAF) and bureaus (except the Bureau of Physical Education and School Sports), and functional supervision over textbook and other instructional materials concerns.
      Assistant Secretary Marcial A. Salvatierra shall have assistance responsibilities to the Undersecretary for Programs, Culture and International Education Matters.
    2. Finance and Management
      Undersecretary Alejandro W.D. Clemente shall be the Undersecretary for Finance and Management with overall supervision of the Finance and Management Service, the Administrative Service, the HRD Service (including the National Educators Academy of the Philippines), the Planning Service and the Technical Service, and with special responsibility for systems development and management, resource generation and business development, teachers cooperatives, the “Adopt a School” program, youth affairs and physical education and school sports (including supervision of BPESS and the Palarong Pambansa).
      Assistant Secretary Ramon C. Bacani shall have assistance responsibilities to the Undersecretary for Finance and Management.
    3. Legal and Legislative Affairs
      Undersecretary Antonio Eduardo B. Nachura shall be the Undersecretary for Legal and Legislative Affairs with overall supervision over the Department’s Legal Division and the Legislative Liaison Office, and with special responsibility for local government coordination, the Department’s participation in the peace process, election matters, the schoolbuilding and desk procurement programs and matters of administrative investigation and discipline.
      Assistant Secretary Reno A. Capinpin shall have assistance responsibilities to the Undersecretary for Legal and Legislative Affairs.
  2. For purposes of coordinating and monitoring regional operations, the following shall be the assignments for regional areas of responsibility:
    1. DECSRO VI, X and CAR – USEC Erlinda C. Pefianco
    2. DECSRO I, VII and XII – USEC Alejandro W.D. Clemente
    3. DECSRO V, VIII and NCR – USEC Antonio Eduardo B. Nachura
    4. DECSRO II and XI – ASEC Marcial A. Salvatierra
    5. DECSRO IV and IX – ASEC Ramon C. Bacani
    6. DECSRO III and CARAGA – ASEC Reno A. Capinpin
  3. It is understood that the abovementioned assignment of the functional and regional areas of responsibility of the Undersecretaries and Assistant Secretaries are not fixed and constitute mere delegated authority and responsibility for the exercise of the powers and the discharge of the functions of the Department which are vested in the Secretary. Thus, the determination and assignment of such functional and regional responsibility, and their modification or withdrawal at any time, remains at the discretion of the Secretary.
  4. Actions to be taken by the Undersecretaries and Assistant Secretaries within their respective areas of responsibility and delegated authority shall be in accordance with established Department policies, guidelines and operating procedures. All cases involving the establishment of a new policy, or the rendition of a policy decision, shall be issued only by the Secretary.
  5. In order to achieve maximum coordination and an integrated approach to Department programs, the respective Undersecretaries and Assistant Secretaries shall consult with each other, coordinate their activities as necessary and appropriate, and submit to a quarterly review by the Executive Committee.
  6. This Order takes effect immediately and is for the guidance of all concerned.
