THE BIRTH OF DEPED REGION V

Presidential Decree No. 1 otherwise known as the Integrated Re-organizational Plan (IRP) in 1972, mandated through Letter of Implementation No. 1, the establishment of Regional Offices making every region in the country, a mini Department of Education and Culture.         However, it was DEC Memorandum No. 57, s. 1975, dated May 6, 1975, which delineated the Plan of Action in the implementation of IRP. The memo set forth the selection of Regional Directors and Officers-in-charge from among the Schools Superintendents who upon assumption of office will serve the region in full time basis. The memo further declared that representations be made for the release of allotment for the basic operations of the regional offices, provision of office space, salaries of personnel, operation and maintenance expenses and essential furniture equipment.

By virtue of Department Order No. 21, s. 1975 dated July 16, 1975, the Administrative Division, Finance and Budget Division, Elementary Education Division, Secondary Education Division and Tertiary Education Division were created with their corresponding rules. Likewise, Provincial or City Offices now referred to as the Provincial or City Schools Division were set up.

Eventually, the creation of the Staff Services of the Department of Education namely the Planning Service, Financial and Management Service, the Administrative Service and the Information and Publication Service came after as stipulated in Department Order No. 24, s. 1975 dated July 29, 1975.

In consonance with the directives, the Schools Superintendents of Iloilo, Mr. Napoleon D. Dignadice of Ajoy, Iloilo, Region VI assumed office as the first DEC Regional Director on March 24, 1975 through Regional Memorandum No. 4, s. 1975. This also brought forth the merger of existing divisions within the province and the phasing out of existing city divisions that did not meet the criteria as separate schools divisions.         With the framing of the different divisions in the newly organized Regional Office, personnel were deployed from April 22, to June 30, 1975.

Mr. Dominador B. Raneses, the Assistant Schools Superintendent of Daet, Camarines Norte took office as Assistant Regional Director with 35 personnel forming the skeletal force of the different divisions.

On July 30, 1975, Regional Memorandum No. 14, s. 1975 brought to the field the following key personnel in the DEC, Region V:Mrs. Rosario C. Vibar – Administrative Officer IIIMrs. Lilia T. Arevalo – Budget Officer IIIMr. Edgardo G. Datar – Head Elementary Supervisor , Elementary Education Division Mr. Felix R. Tomas – Chief Educational SupervisorMr. Salvador O. Aldave – Head Educational Supervisor , Secondary Education DivisionMs. Araceli G. Cuento – Chief Educational Supervisor , Higher Education Division Mr. Dionisio Abejuela – Head Educational Supervisor , Higher Education Division , Supervisor IDr. Soledad Vicencio – Supervising Dentist         Of these pioneer workforce, Mr. Fermin Aquende was designated to the further structuring for the new regional office. He named the teachers who would be detailed as clerks, messengers and janitors rolled into one and he was the man of the house who identified the ideal site of the new office. The administrative staff was the 2nd floor of the present Albay Division Office, Legazpi City, while the promotional staff was housed at the Administrative Building of Bicol College, Daraga, Albay.         For 17 years, these twin offices had been witnesses how a young and thriving regional office stood the tests of time then gained the prestige it truly deserves.

 

Office of the Regional Director 

To ensure equitable access to quality and relevant basic education in the Region by developing informed and responsive policies and plans, managing effectively the localized curriculum and learning resources, assuring quality performance, providing appropriate and timely technical to schools divisions, and sustaining effective education support services and partnership with stakeholders.

Legal

      To ensure that the Regional Office is provided with judicious legal and technical assistance in the performance of its duties, responsibilities and accountabilities towards the attainment of effective and efficient delivery of public ervice and quality basic education.

      Information and Communication Technology (ICT) 

      To provide ICT enabled solutions and services in the area of governance and curriculum delivery that will empower the regional office to provide quality basic education that is culture sensitive, accessible and inclusive to decision makers and stakeholders.

Curriculum and Learning Management and Development (CLMD) 

To contribute in the improvement of region wide performance specifically on learning outcomes by helping the schools divisions ensure full implementation of the articulated basic education curriculum, through:

  • Localizing and indigenizing curriculum,
  • Enforcing standards, and
  • Providing access to quality and varied learning resources.
Quality Assurance Division (QAD)

To promote and protect accountability and transparency in the Region by ensuring compliance with standards in the performance of roles and functions towards achieving outputs by assessing, assuring quality, and monitoring and evaluating performance to obtain accurate, timely, and relevant information that serves as basis for decision-making and continuous improvement in the delivery of basic education services.

Human Resources Development Division

To ensure that the region has competent personnel through the development and implementation of a strategic HRD plan and programs including the delivery of quality and sustainable HRD services

Field Technical Assistance Division (FTAD)

To strengthen the schools divisions in managing their respective schools leading to the achievement of their performance outcomes

  1. Providing relevant, timely and appropriate technical assistance to schools divisions through the coordination of all the units in the Regional Office
  2. Understanding the situation of the Schools Division, their needs, aspirations, plans, strengths and weaknesses
  3. Providing enabling interventions and strategies to schools divisions to help them achieve their goals and targets
  4. Facilitating continuous improvement of each schools division as an organization
Policy, Planning, and Research Division (PPRD)

To ensure that the region develops the strategic and operational plans, establishes the policies, standards, and guidelines and is provided the educational data and information to make governance and operational decisions in improving access to and delivery of quality basic education, through:

  1. Facilitating the development and implementation of educational plans, policies, standards and guidelines in all areas of basic education through the conduct of research.
  2. Leading in the provision and utilization of complete, valid, timely and accurate data and information for planning, budgeting and policy direction and maintenance and updating of the Data Management System.
  3. Monitoring and evaluating implementation of policies and guidelines related to Policy Formulation at the regional level.
  4. Monitoring and evaluating implementation of policies and guidelines related to Planning and Data Management Systems at the Regional Office and Schools Division.
Education Support Services Division (ESSD)

The Education Support Services Division (ESSD) strengthens the delivery of quality basic education by helping the Schools Divisions provide schools with conducive learning environment and ensure learner’s readiness through the timely mobilization and equitable distribution of sufficient resources, provision of technical assistance and building of strong partnership with stakeholders for increased support and resources for the effective and efficient implementation of sustainable special programs/projects and services.

Administration Division

To provide efficient, economical, and effective support services relating to personnel, records, receipt of correspondence, supplies, equipment, collection, disbursement, security and custody of property, and reportorial work to oversight agencies

To ensure productivity and performance of the Regional Management in delivering the core business of the Regional office, and provide assistance to the Dos in partnership with the promotional personnel for the attainment of the vision and mission of the Department. Finance Division

To provide advice to the Regional Director on the financial resources of the Region and its utilization and provide services in budgeting, accounting, payroll processing, reporting and coordinating with government oversight and fiscal agencies in order to ensure judicious expenditures, to support and attain the Department’s vision, mission and goals.
